Francophone markets (/fr ≠ France money)
The /fr locale is French HTML. It indexes Maghreb country sheets (MA/DZ/TN) plus France as an honest thin/wall-adjacent sheet — not a claim that France is 8/8.
France (FR) admits only one wired book on this harvest (Roobet). Belgium (BE) is stronger. Switzerland (CH) is 8/8 but is not “French money” alone — same ISO sheet for all languages.
CF-IPCountry decides /go. Opening /fr from a French ISP does not unlock Stake if Stake refuses FR. We do not publish VPN bypass guides.
Start from admitted CTAs on each country page. Cluster hub exists so language search does not orphan thin EU geos (D-027).

How we read terms
Primary source first. For each book we encode a deny list from that book’s own terms, AML page, or restricted-jurisdiction article. Secondary “reviews” are not the list.
